1Pe 5:8 Be sober, be vigilant; because your adversary the devil, as A ROARING LION, walketh about, seeking whom he may devour:
29 Their ROARING  LIKE A LION, they shall roar like young lions: yea, they shall roar, and lay hold of the prey, and shall carry [it] away safe, and none shall deliver [it].
Am 3:8 The LION HATH ROARED, who will not fear? the LORD GOD HATH SPOKEN, who can but prophesy?
Pr 19:12 The king’s wrath [is] as THE ROARING OF A LION; but his favour [is] as dew upon the grass.

Re 10:3 And cried with a loud voice, as  a LION ROARETH: and when he had cried, seven thunders uttered their voices. Jer 5:14 Wherefore thus saith the LORD God of hosts, Because ye speak this word, behold, I will make my words in thy mouth fire, and this people wood, and it shall devour them.

SUMMARY: It appears that GOD Himself is the LION THAT ROARS in judgment. However, He does so through the false prophets. His Word in the mouth of the wicked as we read in Jeremiah 5:14.
